If the rear wheels always have power the ECC may be permanently stuck and need replacing. .If your BRAKE LIGHT on your dashboard stays on (not blinking) and #1 your master cylinder is full. #2 you have no air in your brake lines. #3 your brake pads are all good. Well chances are it's the ground wire. IT IS THE GROUND WIRE. The one that comes out of the sensor inside the master cylinder.Had a similar issue on a 2007 JGC.
