Use a blow gun connected to a air compressor to dry the inside of the tank. You can repaint the tank how ever you wish. Finding the leak I would take some pics of how the hoses are routed. Take the hose of and bend the hose looking for tears or cracks then check all the connections. I would test the fuel pump too.

Oct 9, 2008 · The mileage actually went up with this setup even though it is running a little rich - Stock was about 39-42 now it's more like 44-49 (tooling along at 45-55 is about the best-lower at highway speeds). I am a big guy with a big windshield, too. Lean isn't the key to better fuel mileage. Getting the bikes most efficient horsepower will help.
I averaged about 52 mpg with my 750 Spirit, unless I increased my highway riding speed from 60-65 to 75 or so. Then my overall mileage dropped to around 44 mpg. I get about 40-42 mpg on my Tourer, but I don't ride 55-60 mph anymore. Plus, I wouldn't consider going back to the 750 anytime soon.The first four months of record keeping the bike was completely stock, with the exception of saddle bags and a Tombstone bag, and it averaged 57.63 MPG. I then changed out the tires and went with a 170/80-15 rear tire (stock is 160/80-15). For the next year the bike got 53.88 MPG, a loss of 3.75 MPG.

The owner's manual says the tank capacity is 3.43 gallons (including a 1.06 gallon reserve). That leaves 2.37 gallons usable fuel. If my ciphering is corect I got 36.75 mpg.
