I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For me the exact PP and speed stability values on the screenshot can be reached only with 19" standard (not wide!) rim width and offset.
