While I unfortunately can offer you no help or assistance on how to resolve these bugged Journey Steps, I would like to confirm that the Surge Journey Step is indeed bugged. Pick up some thick leather in your character inventory (make sure it’s a new stack and it’s not just adding to an existing stack already in your inventory) Just grabbing the dbs file and trying to overwrite it caused it to glitch. Single player/co-op character transfer still works but it seems the new journey steps weren’t tested using it, you’re only choice would be wait for a fix or start new characters and give yourself the stuff you had from EL with the admin panel.
