Outlanders are pretty strange in that good guns require high Dex, but you need Str to do damage. Around 109 Dex is the max you should have, with this and your passives you'll hit the Dodge cap. All the rest should be in Str. Putting more in Dex will help you equip better guns earlier, but in the long run you'll be hurting your character.
