I tend to use the more "useless" followers for stewards. (Or the orcs at that giant infested stronghold. It's the only way to keep them alive sometimes!) My preffered Steward for goldenhill is Roggi Knot-Beard. He doesn't have a combat class and his level cap is amongst the lowest available.

Farming cc also is right next to Rorikstead, so slotting in your favorite rework of that town and add a couple stores means you feel like you have a full community and don't need to travel every time you need something (mostly useful if you don't use fast travel). I like farming cc quite a bit, but heljarchen is an excellent free alternative.
