For whatever reason the memento won't drop trophies if your in a pre-WT map session. It also won't work properly if your a 31-39 leveling up through wony without a level 40 in your session. From a pure damage standpoint it is definitely not bis except for cqc builds. So, for example, if you want your skills to hit as hard as possible on your skill build, memento is not the backpack you are looking for. But if you are okay with exchanging damage for a little bit of everything and chasing drops than yes, it is a nice addition.
