Villagers won't breed til there are 1) enough houses (which the farm provides) and 2) they are made willing*; I believe this achieved by giving them certain types & quantities of food (I think its 12 potatoes, 12 carrots or 3 bread) and/or trading with them. ### So, even with your setup there is a chance to spawn 4 golems, but the time window for that is low if only every pod spawn golem within same tick. You can increase the chances for that by adding additional 5 sec on the clock which will make all pods of villager to reach golem spawn time i.e. 100 tick window then scare them.
