The developers said they wanted to make it spicy so players don't let their guard down as it was part of a Baton Pass trilogy.

The only OG boss fight that I enjoyed in Royal was Sae, simply because they changed up the roulette to include elements instead. The boss fights in Royal was made so much easier then they threw in a badly designed boss fight in Okumura where people would actually recommend setting the difficulty to Merciless for an "easier" time.Yes. Intstead of lowering the difficulty, you should have increased it. The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45.
The green guys are weak to Curse and Psy, so make sure you have at least one strong psy/curse persona on Joker, and that Haru is in your party. Are you extending your Baton Passes as long as possible? Each baton pass increases damage by 25% so letting Haru wreck shop after 2 or 3 baton passes allows her to deal mega damage.
