Your being a bit picky. Every single solar system has at least one rifle and one pistol, usually a couple of both. Roughly 50% of the multitools you look at are going to be rifles, and B rank is the most common, C and A are about equal and S is somewhat rare. So yes, your going to see a LOT of 19-23 slot rifles.
