Hand tracking is a Quest feature, nothing to do with your PC. PC games/software will not support it UNLESS it has been specifically coded to do so (if that even possible). You would have to go about building your app/game as an oculus app to use hand tracking. So the Oculus Desktop PC App doesn't support hand tracking.
