It can cause gaping in the cups and a band that is too tight, due to the "orange in a glass effect." However, we can't say what is going on without knowing a little more from your measurements. We can't guess at what your size is without measurements. 38A is for a 38" underbust and a 39" bust (A cup = 1" difference between bust and underbust).
