I have been thinking about getting a couple new precons and so these caught my eyes. Someone is kinda finished playing commander and was looking to sell the four decks together for $170 dollars.

When to buy, your guess is as good as anyones. Based off pricing now it doesnt look like a bad bet. Necron dynasties is the highest one to probably spec on just for the desired cards and arts included in it. Makes sense, I would likely be buying sets a of all 4 for ~$215 each.

A few notes on Warhammer 40k Commander Decks. The supply for this seems to be extremely limited. The existence of expensive products that commander players want to play is hardly a new experience. We're going to do a thorough analysis of each deck, highlighting its goals and how well it accomplishes them, check out its deckbuilding fundamentals, identify its strongest and weakest cards, then use all that information to create a high-impact list of upgrades for under $30.

I tested the Warhammer 40k precons this weekend and I had a blast: not only on how they play but the delight to have a full deck with coherent artworks, always on theme and flavorful.
